They can - if they will is another question. I'd say you need to prove some kind of distress and lodge a police report, also... At least here in Ireland.
It IS legal to block your call ID, and without good reason that right is protected, too.

Yes, they can. Withholding your number merely prevents the recipient of the call seeing what number the call is being made from, it doesn't withhold any information from the network.
Saying that, I'm pretty sure the DPA would prevent them providing this information to anyone, including the person who was called. If they were to provide the information, it would only be to the Police upon the presentation of a relevant warrant. Don't quote me on that though, criminal law isn't my 'thing'.
