In mobile phone terms is Dublin outside the UK? If I travel there, am I effectively abroad? Not sure if UK allowance really means "UK and Ireland".

Just buy a Three UK SIM card.

You get free roaming in Ireland for calls/texts/data from your UK plan.

UK = UK and Ireland because you know: Northern Ireland.
Dublin meanwhile is in the Republic of Ireland. So, unless I'm mistaken, you are abroad when you are in Dublin... Having said that: some Irish networks got rid of roaming costs when you visit the UK.... Ask your network... or tell us what network you're with.
