If you get a Wi-Fi only iPad, do you just pay for the thing up front and use Wi-Fi? Or is there a monthly charge?

You pay nothing. WiFi in your home and at open/free hotspots is FREE!
You pay for the iPad - that is enough ;)Some networks may have offers allowing you to use non-open hotspots for a certain fee. But no, wifi itself is free.
If you get an iPad 3G you can choose a prepay sim with some data add-on, so that you can surf when WiFi is nowhere in sight. That way there's no monthly fee for data you may never use. (studies estimate that about 70% of data people pay for via their contracts is actually UNUSED!)
