My neighbour has an open network. Is it wrong for me to use it? Or is it their obligation to lock it?

Yes it's wrong to use it. If my neighbour left their car door unlocked, it's not right for me to have a little drive around in it even if it is "their obligation" to lock it.

Yeah, while you're at it check if their fuel tank lid is locked...
I'm all for people taking responsibility for their stuff, but c'mon, you know it's wrong. And no, noone's legally obliged to secure their wifi. A number of courts dismissed cases where someone was accused of piracy, but s/he could prove some as*hole piggybacker did it.
No ONE can just walk into my house cause it's hot, I'm in the garden and leave the door open.
