I'm in a dispute with my old provider. Could they still block my phone even if it's now unlocked and on a different network?

You mean can they remotely simlock? No; but they can IMEI block it.
Not sure about any legal precedence, but technically, yes, it is possible for them to disable your/their phone.

If this is a "you haven't paid your contract", dispute; expect to find your phone a useless paper-weight sooner rather than later.
