Network Unlocking Codes

Many phone networks will provide you with your phone's NAC (i.e. the code that unlocks your phone and makes it usable on other networks) if you travel to a country they don't operate in... nudge wink ;) So, if they won't give you an unlock code, maybe it's time to get out the atlas and plan that trip to North Korea (or wherever else your network doesn't operate or where they have no roaming-agreement...)

Not all phones can be unlocked on EBay. However I never had a problem with network not unlocking a phone. You might get a customer rep who does not know how to do it. Don't give up and give it another try.

Most networks wont necessarily unlock your phone. This is because as part of the contract they will not be held liable/responsible to support you if you are unable to use your phone (e.g. due to network problems or using your phone in a country where the network isnt supported). Its their get-out-of-jail-free card.
