Why do networks lock phones?

Why do networks lock phones? Surely if you're paying your bill every month, it doesn't matter what SIM you're using. In fact, wouldn't using another network lighten their load?? Or maybe they hope to make money if you go over your allowance?

To make you pay for roaming.
To make you stick with them when contract expires.
