When the other networks roll out 4G will it be as fast as EE's double speed?

Will we ever know? Will it depend on where you are and at what time you're trying to use it?
Will it be like fixed-line broadband where there is a huge gap between the advertised speeds and what you actually get?
Seriously, the other to your question is most likely yes and no.

Theoretically, no. In reality, it'll be far more hit and miss, a bit like how Three's 3G DC-HSPA is sometimes faster than EE's 4G LTE.

A lot of people say they do not notice the double speeds, but I suppose it depends on users on the mast and congestion.....

All I can say is that of all the people at work who have 4G none of them have been able to beat me on my GN4 on 3 (e.g. browsing, downloading, etc).
