What makes a Nexus phone a Nexus phone?

Thinking about the Motorola X-Phone.....what would make it a Nexus phone or not a Nexus phone?

Google supplying the os and being responsible for updates, rather than the manufacturers.
Hence it being an up to date version unlike motorola's current phones.

Nexus is what Google says it is... that is all. Oh, and no UI skin...just plain Android.

In Europe, Motorola updates are non-existent, full stop.
