Is it normal for my iPhone 3GS to cut out at 20-25% battery?

My iPhone keeps conking out at around 20%. Is that normal? If not, how much is a replacement battery?

No, it's not normal. Phone should work until battery drops to zero and a few minutes after. Usually batteries are rated for one year of use (hence only one year warranty). How long do you have your phone?

If phone still in warranty you are eligible to have it serviced free of charge. There are services that will replace battery for 30 quid. I do not recommend trying to replace battery yourself as it requires removal of digitizer, screen and motherboard. Battery would be last one.
