On my iPhone 3GS I get a better signal with the 3G off. Is that normal? Does that make sense?!

Yes, it makes perfect sense. Where I live, if I am lucky, I get 1 bar 3G on Vodafone Ireland. Calls are usually crap. On 2G I get full bars, good voice calls etc. But obviously, even a bad 3G signal will probably give you better web browsing speeds than a good GPRS connection.
You'll also notice that your battery lasts much longer with 3G off. Only enable 3G when you surf 'heavy' websites...
