When does the Ofcom 12 month contract ruling come into effect?

Does the ruling mean networks will have to offer 12 month contracts on all phones?? When does that come into effect?

After speaking to Ofcom again they have told me that as long as the network offers any type of 12 month contract they have there bases covered, meaning all these sim only 12 month contracts they are doing means they are falling in line with the new EU law and they do not have to offer a phone on a 12 month contract. So nothing has really changed as when you upgrade comes around and you want that new phone you will still be forced into 18/24 month contract, but not to beat by T-Mobile I told them where they could go with their 18 month contract and jumped ship to vodafone with a 12 month contract and the new phone I wanted for free plus £50 cashback from Quidco. :p
