Does the Orange San Francisco have GPS?

Does the Orange SF have proper GPS that I can use without data?

Yes, there is GPS receiver inside the phone.

You don't need data or wireless signal to use GPS. GPS will only provide you with your coordinates. If you want to see maps you have to load them to the phone before hand or use data/WiFi as you browse.

GPS: Yes
without Data: Yes if you have maps installed like Copilot http://www.copilotlive.com/uk/personal/android.asp etc

otherwise using google maps you need mobile data

it's also worthy pointing out the the latest google navigator allows you to cache the maps so you don't get stranded when you loose wireless signal. So if you plan ahead you can cache the routes you are going to drive to over wifi before setting out.
