How does Orange and T-Mobile's joint signal work?

If you're on Orange, does it only check for T-Mobile if there's no Orange signal?
Or does it always give you whichever's strongest?

It just works, it's generally fantastic. I have no idea how they make it work, but it definitely does.

**** poorly IMO.
WHen I was on Orange only I had a pretty rock solid signal. Now it's EE my phone drops signal like you wouldn't believe when It used to be fine. That's on my old HTC Sensation, my new Nexus 4, my wifes SGS3 my daughters Ace 2......

Works fine for me, I have to really try to find myself with no signal these days.

Must be where I live. and commute to.
At work I have to say it is solid as a rock and i get 4Mbps without fail, but not a patch on the 25Mbps I get out of our in-house wifi.
Problem is when i actually want to use it most (on my commute) it is atrocious.
