If I get a new iPhone and a new computer, can I get the apps back on both? Hopefully I don’t have to pay for them again. I have the iphone 3g but I want to get an iphone 4 now.

Yes - assuming the apps are compatible with the OS of your latest iPhone, you can use them again. I also transfered them to my missus' iPod Touch without a problem. If you get a new PC, you may consider copying the apps backup folder from the old PC to the new one. That way you don't need to redownload the apps all over again (though that is free). The iPhone backup should be somewhere in C drive - programs - iTunes - apps ... (Sorry, when I got rid of my iPhone, I got rid of iTunes, too)
