Does GPS use up your data allowance?

No. However, if you don't have maps stored locally and you're downloading them on demand (Google Maps for example) then the map images use your data.
Assisted GPS uses data from your network to aid in determining your location quicker. This won't use your data allowance either.
If you can, try turning off data & see if GPS will work then.
