
What does it mean if a phone is blocked?
If a phone has been blocked - is that different from being locked?!

You mean IMEI-blocked? It means any phone functions that rely on SIM/network-services won't work.
"Locked" could refer to network-/sim-locked - i.e. it can only be used on the networked it's 'locked to'. It could also refer to some 'lock' applied by the owner - PIN or password lock etc...
So, specifics, mate?!?
