Does your phone need to be unlocked to use roaming?

Say your phone is locked to O2, does it need to be unlocked so you can use roaming, including sending texts back home from abroad? ? ?

No, your phone doesn't have to be unlocked to use roaming. You can only roam on networks that YOUR network is in partnership with. You continue to be customer of company X... even if company X borrow the stuff it sells you overpricedly from company Y.
