Is a phone unusable if the IMEI is blocked?

Can criminals still use stolen phones if the IMEI is blocked or is the phone completely bricked?

IMEI block doesn't work abroad either, it'll only block UK (and maybe EU, I'm not sure), networks.

It depends on the phone. AFAIK, some features may still work, just not anything requiring a sim. But some phones will be totally unusable. However, there are clever crims who CAN crack certain devices, so do not rely on an IMEI block. ;)
