Do all UK networks lock their phones? Does it matter if their PAYG or contract? Does it vary from phone to phone?

can't speak for uk operators, but here in Ireland payg or bill-pay is irrelevant - it's usually 1st batches of handsets that they rush out to compete with a competitor's biggie. So, if O2 rush the Galaxy S 2, Vodafone might counter with the htc Sensation without waiting for custom software. But reaally, there is no fixed rule to this. It can even vary from shop to shop.

Usually if phone is not branded (like Orange or O2 or Vodafone) it will be unlocked. If you are getting phone from CarphoneWarehoue, Mobiles, etc (non-service provider) phone comes unlocked.
Of course, if you referring to Orange SF it would be locked to Orange no matter where you get it from.
