Why is Poland often first for Android software updates?

Why is Poland often first for Android software updates like on the LG G3 and Samsung Galaxy S5?

Turns out both Samsung and LG have software development centres in Poland - tax breaks and all....

I have been wondering about the same thing. I have an LG G3 phone, and I learned that G3 users in Poland were the first to receive the update for Android 5.0 Lollipop. After browsing for a few more articles, I then learned that Samsung also released it's first 5.0 rollout in Poland. The questions is, why?
