I'm sure you could flash iOS7 to your 4th gen iPod Touch. You could also pour superglue into the headphone socket .... The superglue at least might keep moisture away. iOS7 on your iPod, on the other hand? Not much point. Your iPod doesn't have the required RAM.
If your iPod is jailbreaked anyway, enjoy the many Cydia apps. Install an iOS 7 theme - loadsa them around.

'Jailbreaked'? - shouldn't that be 'jailbroken'? (but I'm just a simple computer owner, who's never seen the need for 'smartphones') My laptop's smart enough for me....
