Republique update size

I've got a pending update for Republique.
It says "Minor bug fixes and improved stability".
But it's just under 1GB!
Is that definitely just for the update, not the whole size of the game?

iOS app updates are not just incremental bits like some OS updates - they are the whole shebang.

Republique weighs in at 920MB according to its iTunes listing.
So, yes, your update is the whole new version.
Note: IF you update over the air on the phone you will need free space of about twice that size, because your device needs to 'unpack' the download file, swap files etc... That space will be available again once the app is installed.

If you are tight on space, install via iTunes on your computer.
That way the app is prepared for install on your PC, and you don't need to make extra room.

I've had mixed results with game updates, I have quite a few games on my iPad that are 1-2GB in size. If updates appear they always show as the full size and some do take a while to download so I assume they're downloading the whole thing. But recently I downloaded a game update, can't remember which one it was, and for a 1GB or so update it seemed to be over and done with in a couple of minutes. So I'm not so sure now.

There was talk years ago in one Apple announcement of them offering developers Delta updates, which only updates the changes rather than the whole thing. So maybe this is on a developer by developer basis and it depends on if they choose to implement it maybe?

Could be. I haven't experienced it on iOS, yet. But that is how it's done on Mac OS - usually updates are just 'the changes', but not always...
