No, you do not.
Usually you will find online tutorials and the downloads for any necesary files for free - just web-search "how to + your phone model + root".
Some phones and software versions are very easy to root, while others are more securely locked down by the maker. Sometimes, the guides are fairly difficult.
In that case, it can be easier to take the phone to an independent phone shop - many of them will unlock/root/jailbreak phones for £10-30... (sounds like a lot? well, consider that a rooted and unlocked phone will often catch a better resale price than on locked to a network...).
Oh, and: rooting/jailbreaking and unlocking are NOT the same (in case I was unclear)
Unlocking a phone from a network means the phone will then work with any network's SIM. A rooted phone can still be locked to a network!
