How can i rotate the picture frame when cropping an image, to place it as my wallpaper?

You'll need to go into the "Gallery" app for this. Select the picture you wish to rotate, hit the "Menu" button below the screen and tap rotate left/ right. Now hit "Menu" again and "Set as..." -> "Wallpaper".

If you're using an HTC Wildfire, then the ideal resolution for a wallpaper is 480x320 (this is because the background scrolls along with the screens). Resolution manipulation is best left to a PC.

PicResizer is an excellent little program for PCs - it dies exactly, and obly that: resize images to a resolution of your choice. Light, fast and fussfree.
