How old is the phone? Sounds like an old battery that just wants to die in peace.

When you connect the charger it goes straight to 80%?
Again, sounds like a messed up old battery. It doesn't properly communicate with the rest of the phone, anymore. Have it checked out in a phone shop. Try a different battery.

That can happen with faulty or old batteries (or dirty connectors) - the battery miscommunicates. It could also be a software issue - there's a gauge that tells the phone how to interpret the battery's charge, and than translates the info for your battery level icon etc...

So, you could try a factory reset or software upgrade before you hit the repair shop.
It's a very common handset model, so many shops might have a battery for you to try out.
You could also clean the battery contacts with a soft dry toothbrush or Q-Tip...
