No it isn't, simply because there is no such thing as 'a best phone', what's best for one person may not be best for another. It certainly seems to be a very good phone and among the highest spec available, but that's not everything. If you prefer iOS to Android then the iPhone 4 may be best for you. Similarly if you like Win7 Phone then any Android phone wouldn't be your best. The S2 is a bit too large _for my taste_ so it wouldn't be _my_ best, doesn't mean it's not yours though.
In short you have to choose the best phone for you based on what's important to you not someone else.

Well of course it comes down to preference, which is why ai said a qualified yes. It's certainly not the worst phone out there. I think perhaps you're over analysing the question.

I am a iPhone 4 user and I really like it so its my 'best' phone choice although the technology inside the SII is impressive

On tech alone, a definate YES! Until tomorrow when the LG 3D comes out. Then both should be on par with one another. Will be interesting to see the two go head to head in a real world benchmarking test.
