Yes, an extra gigabyte of RAM and an extra 200Mhz on each of the four cores (though the same OC is possible with an original Note, S2 or S3).

True, but in essence they are still the same cores, the Note 2 and S3 just have more of them (and they're 32nm instead of 40nm).

Should, being the key word. AFAIK, there's no stable OC pushing any Exynos 4x12 chip on any device past 1.6Ghz on each core.
