The obvious answers: yes and no. if sturdiness is your thing, than yes. Otherwise? Both are well equipped for any needs you could have (if Android and Samsung are your thing). We could look at the specsheets, and then arbitrarily decide this or that item is the decider. But what'd be the point?
Personally I prefer the looks of the 'Active'. But I don't like Android, and I wouldn't use one if I got it for free :p

On a (shockingly) on topic note, personally I'd take the Active over the standard S4 without a shadow of a doubt. The only downside is it has an 8mp camera instead of a 13mp camera, but since it's likely to be the same camera module which the Note 2 and S3 have, it's hardly going to be the end of the world; both of those phones take perfectly good pictures.
