Here are a few options re downloading Youtube videos to watch offline on your phone or PC...
Strictly speaking: Google do NOT allow "downloading" Youtube videos (in MOST cases).
However, whenever you watch a Youtube video, the file sits somewhere on your phone or tablet or PC - in the temp-folder or cache etc etc... That is where 3rd party apps do their magic. They can permanently move clips from the cache or tempfolder to your media or video folder...
Google keep throwing new hurdles into the game, though. A clip you could 'download' yesterday may suddenly no longer be downloadable.
Still, read the article above, hit the Playstore and search "video downloader"...and READ the comments and reviews - they usually give you an idea how well the app works; what sites work etc...
