Who sends out software updates for SIM free handsets?
Obviously the networks send out network-approved updates?
Is it actually Samsung that sends out updates for SIM free Samsung phones?

Yeah, SIM free devices receive updates as soon as the manufacturer releases them for your country. In the case of Nexus devices, it's Google who provide the updates.

Interesting to note that, these days, the networks are very often getting the updates before sim-free variants.

No, the networks do not send out the sim-locked variants' updates. The OEMs code the nonsense for the networks. You think anyone would trust Three or Vf? :p
