Yes and no - in network tech there are two dominant standards, GSM and CDMA. In Europe GSM is the 'norm' while most US networks stick to Qualcomm's proprietary CDMA system (the techie nuances are explained here.
It depends on your phone model, and the network you wish to use in the USA - and even on the same network it can vary from region to region (puts a spin on 'global village' and 'free market', eh?).
