What's the best SIM/tariff/option for a low user?

With my retired father in mind, what's the best SIM/tariff/option for a low user? Something I can put in a Moto G. I don't imagine he'll use much in the way of minutes or texts, plus he has Wifi at home, so just something to keep it ticking over. Thanks!

3 PAYG 3-2-1 depending on how much is actually going to be used.
3p Calls, 2p Texts & 1p/MB Data.

EE PAYG does a pack for £1/week that gets you 100MB Data 10 Text & 10Mins Calls, out of the plan though calls are 30p/min and text is 12p.
Also get a PAYG SIM and top up before christmas and you get 100MB free per month every month. You can get a SIM with £5 credit for 99p off eBay

EDIT: There's also a £1/Week Talk & Text that has 25 Mins, 50 Texts & 10MB of Data. Combined with the free 100MB a month, that might be the best assuming Three's 321 doesn't work out cheaper.
