What is smartphone tethering? I'm looking at a tariff and it says "unlimited data excluding tethering".

Means that you aren't allowed to let other devices share it's data.
Tethering is how that would be done, most often by making a phone into a WiFi hotspot. They don't like it as it would usually mean the user used much more data.

Tethering is sharing your phone's mobile data connection with one or more other devices. This can be achieved via: Bluetooth, a Wi-Fi hotspot or a good old fashioned cable. Again, as Pondi said, a Wi-Fi hotspot is the most common way of tethering nowadays.
