I also would like to know how much space iOS 8 will occupy. I want to update my iPhone 5 and it tells me i need a minimum of 4GB i believe. I've cleared the space but I'm wondering if the new OS will always occupy those 4GB? Or did it just need that much cleared for the update but it will not take up that much. Anyone know?

Not enough. You'd need about 2GB to install over-the-air. Update via iTunes (usb) on your PC.
iTunes prepares the update file on your PC, so you do not need any copy- and swap space available. Also gives you a chance to fully back up before the update.

You only need 4GB when you update over the air - i.e. DIRECTLY onto your phone via wifi or 3G/4G. The reason is: that over-the-air update file is heavily compressed. Your phone needs to unpack that file's content, copy it somewhere, and then reassemble it to then INSTALL it. It needs space for those processes.
When you connect your iPhone to your PC or Mac via USB and update to iOS via iTunes, you do not need that much space on your phone, because your PC downloads the file and prepares it in iTunes. iOS 8 eventually only takes up a little more space than iOS 7.x.x
