My stolen phone has been blocked – what does that actually mean?

I’ve had my stolen phone blocked with the IMEI, but what does that actually do? Can the phone still be used?

In countries that hold to the agreement the phone will refuse to work, many are sent overseas however where they can. It is a good method for preventing fraud though.
