Is it possible to sync the apps on my iPhone to a brand new iPad?

Backup your iPhone using iTunes on your PC. and sync it with the PC.
In the process iTunes will let you transfer purchases (all stuff you downloaded to the iPhone)
Then connect your iPad. You can either set up the iPad from your iPhone's backup, or you can
set it up as new, but pick from the list of apps that you transferred from iPhone to PC.
Dito songs, videos etc....
Note: some apps have dedicated iPad variants you will have to download separately.
