If the device allows unmounting it would be a good idea to unmount before removal.
If not then turning it off has some merits as the device couldn't be writing to it at the time.
Before inserting? Can see no reason for that.

TBH, I'd always power off before removing the card, even if they advertise a hot-swappable card-slot. I don't trust them. And I never had card problems :D

If I did that I'd want to do the same when I used sd card from camera in netbook and I don't want to keep turning that off.
Of course with many phones it's academic as you can't get card out while battery is in.

Unmount for SD card and airplane mode for SIM swapping. No need to reboot.
