How can I transfer pictures on my PC from an old phone to my iPhone?

I use dropbox.
Set up an account, upload from your pc.
get the app on your iphone, sign in with the same credentials and there's your pics

that depends on what your old phone is.
Mrew is right: dropbox is convenient, and if there is a dropbox app for your old phone, you can skip the PC part - upload straight from old phone to dropbox, and download from db to iPhone.
You can also transfer the photos from your old phone to your PC. For convenience put them all in ONE folder and remember where it is. Then, start iTunes on your PC, connect your iPhone. You'll see tabs for various sync categories - music, apps, movies etc... Hit the "Photos" tab. Tick "Sync Phots" and tick "From selected folders". Then you can select the folder where you saved the photos from your old phone. Once that is done, hit "sync" in the bottom right corner of the itunes window.
You can, alternatively, install a program on your PC called iTools (google it). It is free, and you can just do the normal drag'n'drop of photos from your PC to your iPhone.
iTools works without jailbreak, but your PC needs to have iTunes installed (for drivers).
