It depends what you're watching. if it's realtime TV or stuff you have recorded 'real time' then you should have a licenese. If you're using any of the catchup apps (iplayer etc) then no, you don't need one.

Only if you watch TV or record TV oon the iPad as it happens - that is the actual broadcast. You do not need a license to watch recorded TV at a later time ( if the recording was made on a different device!!!!!! THUS you need no license to watch a TV clip on youtube that someone else recorded and uploaded! Or if you record a program, convert it and transfer it to your iPad).
