UK 4G - what's the hold-up?

Why is it taking so long to get 4G up and running in the UK? Surely it's in everyone's best interests to hurry the hell up!! Especially with EE getting the green light.

It's not in ee's interest anymore, and the merger that formed it delayed the auction too as it changed the make up of the auction and put extra bandwidth back into the pot. They've all been trying to angle the auction towards their own best interests and many appeals and visits to court have slowed it all down
