I thought Three did? But I realise they do not allow tethering on prepay http://www.three.co.uk/Store/SIM/Pay_As_You_Go
On Bill-Pay Three's The One Plan 1 month SIM does allow tethering http://store.three.co.uk/view/searchTariff?deviceType=SIM_ONLY&priceplan=PAY_MONTHLY

Only Three now, since T-Mobile decided to pull tethering from their Full Monty plan.

£25 per month is the cheapest (and only, AFAIK) UK plan which includes tethering and unlimited data. That's an absolute joke, especially considering it's on the UK's worst network.
