What does update error 020646 mean on Orange?

After turning on my Orange phone, I get an error 020646 message and I can’t make calls or send texts. What’s going on?

I put the sim card from a Samsung phone into an Orange SPV C500 phone which broke the update down into 3 messages, not even my newer HTC Touch 3G could do this. I put the sim card back into the original Samsung phone and all seems ok so far even after I received the update message and deleted it again. Fingers crossed this has got rid of the nasty update. Might be worth trying a few different phones if you have an oldie lying around. The message said it was do with the shared T-mobile network.

:p I had this with a Sony Ericsson W300. My sim card is from 2001 though. I
can make calls and do texts ok, but it's become annoying getting this
message all the time. Orange are going to send me a new sim card, then I have
to ring to make sure I get the same number. I am PAYG.
