No, you have to dial a number to hear them because they are stored on the network's server!
For some OS's there are voicemail apps that work like traditional answering machines - i.e. the calls are recorded on your phones, you can leave different messages for different callers etc etc..
But, no, the network's voicemails are NOT stored locally!
