if a webpage doesn't have an app can you put a shortcut on your android home screen instead? if so how can i do that pls?

When the page is open in your broswer, you tap on the share icon - usually one option is to
create a shortcut on your homescreen. Or "Pin to Home" or similar. In some browsers you can open Bookmarks, and tap and hold a bookmarked page. Then from a set of choices you can pick "Add Shortcut to homescreen" etc...
It varies slightly from Android version to version, and, moreover, different browser do it slightly differently.
