What’s the best mobile camera you can get?
I know the N8 has a 12MP camera. Do any phones have better cameras than the Nokia N8?

No. There are higher MP cam-phones, but the important thing is that the optics etc are right, too (which is why the 5MP of the old N95 still beats most modern 5 or 8 MP cam-phones.
If you want the best camera phone, the N8 is it.
