Can Windows Phone run Android apps the way BlackBerry 10 can?

No, Windows Phone cannot run Android apps.
And as an ex-user of a Z10 I can say: no loss.
Those Android apps on BB10 really don't run all that well.

As Jan said, no it can't. By all accounts, neither can BB10 in any kind of usable way.

Well, some Android apps are usable, alright... But not enjoyably so - crashy, laggy... Also, many only work as old versions. So, say in Twitter's case, the API rules keep changing. A 6 months old Twitter app is just useless.
My grumblings aside: if the BB10 models do what you need out of the box, they aren't all that bad. But don't get a BB10 handset for its Android-compatibility!
Ach, heck - buy an Android handset or a BB7 device. BB10 needs at least another year to compete with Gingerbread or iOS3
