Is Windows Phone generally behind iOS and Android when it comes to getting the latest apps? I guess there's not much incentive for developers till the market share catches up?

I guess you guess right
I recently experimented with a Lumia 820. Some apps were very good. Others were poor alternatives to what's out on Android and iOS...
For a developer it cannot be a hard decision: make an app that potentially reaches a few hundred million users or a few hundred.
It's not to say you need 700,000 apps. I know a couple of peeps who use their Lumias quite happily as they came.
