What does it mean that the ZTE Open is HTML5 based?

One quote I read said you "don't have to install apps" with Firefox OS.

HTML 5 is a programming language often used in web apps - that is more relevant for app developers than for you. It means webapps and other mobile apps written in HTML5 can be relatively easily ported to Firefox OS.
For you it means that you can search google for webapps, visit them with your phones browser and use them. Mozilla reckon that is better than having to install apps on your phone. I guess the NSA agrees?!
